Clash over Arrowtown boundaries

Arrowtown could be on the verge of a modern-day goldrush as parties hurry to stake a claim on how the town should be developed.

Developer Mount Soho Trust unveiled a private plan change last week that would allow the development of 150 houses on 30.8 hectares of land near the southern end of Arrowtown.

The trust wants to rezone land from rural general to a special zone so the subdivision can go ahead.

However, some Arrowtown residents are already working on tightening the town boundaries so projects like Arrowtown South cannot proceed.

Proposed Plan Change 29, approved for notification by Queenstown Lakes District Council on June 30, supports growing Arrowtown internally, largely within the existing urban zone.

Arrowtown resident Mia Stafford-Bush, who advocates restricting urban sprawl, said she worried the Arrowtown South proposal would queue-jump the public plan change already in the pipeline.

"I think it's important QLDC don't let this private plan change undermine what they are trying to achieve with Plan Change 29.

"It would be crazy if council went ahead and approved this private plan change, which is exactly what they're not promoting in their own Plan Change 29."

Roger Monk, who has owned the Arrowtown South land since 1964, told The Southland Times he was unsure where the council-proposed urban boundaries would be.

He accepted it was a gamble that the town boundary could be defined before his plan change could be heard, potentially preventing his land from being developed.

"There's no surety in any of this sort of stuff. You've got to take that sort of thing as it comes."

He expected the plan change to be lodged in the next two months.

This public plan change was approved by QLDC in June. Due to be notified for consultation in the next month, it will focus on cementing Arrowtown growth boundaries.

Arrowtown South Private Plan Change: Mount Soho Trust will lodge this plan change with council in the next two months.

If successful, the plan would change the zoning of land so that developers could apply to build a 150-home subdivision.
